Not sure about charge/roll stuff, but Adon looks to me like the most interesting of the 3 new confirmations. Cody and Guy look like nothing new/special.
I've been quite happily spending my time on MW2/L4D2 right now anyway, so I'll probably be massively rubbish by the time super comes out anyway.
The new confirms help to highlight the early leak was 100% correct, which means Ibuki/Dudley and Makoto and Hakan will also be new characters, a fact which is somewhat confirmed by guy shown to be deflecting a kunai (ninja style knife) in one of the scans that have shown up online.

Obviously I'm going to talk about Zangief but he's a pretty good example. Siberian Blizzard is a pretty good choice because he lost his air throw from ST --> SF4. Now you can choose to have one and it's pretty great because he's rubbish in the air and people jump around at gief way too much. Hello Blizzard!

It's hard to say what they're going to do. I'd like to think capcom are smart enough to not give everyone the ability to combo into ultra (unless you want everyone to be similar in that way, but I personally feel it's something that perhaps only some characters should be able to do)
That said I know capcom have been saying that they're trying to bring everyone up to the top level around Ryu/Sagat/Seth strength, but take it with a pinch of salt, because they're trying very hard to avoid using the word 'nerf' possibly out of principle

Yeah I figured they've stopped trying to be subtle since everyone pretty much knows the leak last year confirmed pretty much everything that's going on in SSF4.
With respect to ultra I'll agree with Sagat having too many and perhaps ryu too, but that's offset because metsu hadoken doesn't do that much damage.
Technically everyone can combo into their ultra after a focus crumple so there is at least that. Most characters have perhaps one or two specific ways to land ultra outside of focus (like Bison and his J.MP -> Ultra juggle) and some can't (gief, fuerte and akuma)
Rufus is a rushdown character, but it seems like his thing is comboing into ultra so I think they should try and leave it as is for now, because then that makes Rufus more distinct.
I think the issue could be better solved with other tweaks. I'm going to assume Bison is still your main and use him as an example. Rather than give him an ultra combo a lot of his problems could be fixed by upping his damage. My friend has mentioned this to me before and thinks Bison and Sagat should have their hit for hit damage output swapped.
Of course this is all really speculation based on my opinion and based on what I've heard about SSF4 balancing then you may get your wish and find more people with guaranteed ultra setups. I heard Bison's new ultra can go through fireballs (I think) so that's at least something good for you. I've also heard Zangief can combo into Siberian Blizzard too, so perhaps everyone will be a lot more dangerous in SSF4 (making them comparable to sagat's powerlevel is something capcom once claimed they were aiming for.)

Sagat has too many, but I don't think Ryu does. Imo Fuerte, Akuma and Gief don't really need combos into them, especially akuma. Such a strong anti-air.
